  DAVID PRESCOTT 
MA, JD, DC, FIAMA

     David Prescott is, by birth, a national of the United Kingdom and he is a naturalized citizen of the United    States.  His early education was completed in England at Rossall School and International Study Centre. (http://www.rossall-isc.org.uk/)  His adult education was completed in the United States.

     Prescott has been licensed to practice law in California since 1970 and has been both a Deputy District Attorney and Deputy Public Defender. He also has had extensive litigation and trial experience as a private practitioner and has litigated cases and conducted trials involving charges from minor misdemeanors to murder in the first degree (the killing of a police officer). In addition, he has litigated cases and conducted trials of complex personal injury cases and  business disputes, including the representation of the President of one of the world’s largest re-insurance management companies in an action against his former employer and he has handled complex real estate matters, including cases in which fraudulent transactions were alleged.

    In addition, Prescott has handled a significant number of cases at the appellate level and he spent two years exclusively practicing appellate law under special appointment to the Fourth District Court of Appeal in San Diego, California. He has on four occasions filed petitions for hearing (2 civil and two criminal) before the California Supreme Court.

    In addition to his experience as a trial attorney, Prescott has had extensive academic experience as the Associate Academic Dean of UWLA Law School and what is now Trinity International University College of Law and he has taught constitutional law, torts (civil wrongs not arising out of contract) and legal analysis and writing.  In addition, he has made several presentations and published over 50 articles relating to the subject of law, medicine and chiropractic, including a presentation at the 20th Annual Healthcare Law Symposium at Whittier Law School in April, 2001.

     While at UWLA, Prescott was responsible for developing that school's paralegal program and he served as the first Dean of the paralegal school.  The UWLA school of paralegal studies was the first school in the United States to offer a comprehensive curriculum in paralegal studies and Prescott handled the process with the American Bar Association that resulted in that curriculum being the first such curriculum to receive approval (along with 6 other schools) by the A..B.A..  He also had the primary responsibility for the preparation and presentation of the application for approval by the State of California to offer the paralegal program and the application with both the California Council on Postgraduate and Vocational Education and with the State Bar of California by what is now Trinity International University College of Law for the right to offer the doctor of jurisprudence (law) degree.

    David Prescott received his B.A. degree in 1965 from California State University, Long Beach; his J.D. degree (with honors) in 1969 from California College of Law, and an M.A. (Summa Cum Laude) in Law and Theology in 1984 from Trinity International University School of Law in association with the University of Strasburg, France. He also holds a postgraduate diploma from the University of San Diego School of Law in the Philosophy of Law. He earned his Doctor of Chiropractic degree (Cum Laude) from Cleveland Chiropractic College, Los Angeles in 1989 and he is a Fellow of the International Academy of Medical Acupuncture.

Hon. Edwin Grauke, JD, DC

     Judge Grauke has practiced law since 1977. He is currently licensed in Texas and Colorado. He has extensive judicial, administrative, transactional and trial experience in civil and criminal cases, judicial and administrative enforcement proceedings and public regulatory and legislative matters. He served two terms as Judge for the City of Houston, administering a criminal court docket of over 1500 arraignments and 300 trials per week. He has also been lead trial counsel in over 30 civil trials involving multi-million dollar real estate, land use and oil and gas title disputes. At the appellate level, he has authored numerous briefs, presented oral arguments and successfully defended state enabling legislation against Constitutional challenges in the Courts of Appeal and Supreme Court of Texas.

    As Chief of Houston’s Land Use Division he managed the legal activities of a team of ten attorneys and six paralegals and was responsible for administering the division’s budget, staffing, and performance review. He also administered Houston's dangerous building abatement and residential land use enforcement programs and supervised legal code compliance of historic district designations and subdivision filings. As chief legal advisor to Houston’s Planning Department he conducted hearings for the development of a comprehensive plan and supervised the drafting of Houston's third proposed comprehensive zoning ordinance.

    Judge Grauke also has extensive experience in managing complex transactional matters arising in the context of the disposition of oil and gas producing properties. He has served as lead title attorney coordinating outside counsel, lease analysts, due diligence personnel and computer programmers in the preparation of a 600 page property description of a $780 million sale of 24 producing properties consisting of 1900 leases, 1500 contracts and over 10,000 wells in 11 states and 35 counties. At closing, this sale of Conoco’s assets to Petro-Lewis constituted the largest transfer of corporate assets in U.S. history.

    In addition to his experience as a lawyer, Judge Grauke also holds a license to practice chiropractic in Texas, Colorado, Oklahoma and Indiana. He has operated a natural wellness center in Colorado specializing in functional clinical diagnosis, dietary supplements, botanical medicine, homeopathy, manipulative therapies and the drugless management of allergies, food sensitivities and chronic degenerative diseases. He has served as an expert witness and consultant in professional license revocation cases in Colorado and Texas and as an adjunct professor teaching Ethics and Jurisprudence at Texas Chiropractic College.

    Judge Grauke received his B.A. degree (Cum Laude) in 1972 from Houston Baptist University; his J.D. degree (top 10%) in 1976 from the University of Houston; and earned his Doctor of Chiropractic degree (Cum Laude) from Texas Chiropractic College, Pasadena in 1995. He has received certification in basic Applied Kinesiology and Meridian Therapy, Vector Point Cranial Therapy, Neurocranial Restructuring and Chiropractic Family Practice.
